Your monthly medical premium is always billing for the prior month. Your February 2010 premium statement is due on Feb 15, 2010, and is paying for coverage for January 2010.
A new employee must come on the plan on the first of the month following the completion of the waiting period. They are only eligible to come on at that time, or at open enrollment (January).
